There are no locks on the bags themselves but the bags lock to the carrier from the inside. (I've lost the keys) They are of exceptional Italian quality, hold a good amount and look beautiful on the bike. You will not be disappointed.
Not sure if the Guzzi brackets would work but if you like, I can take some photos of my brackets today. BTW, I have Todds backrest, very nice fabrication and looks much like the one Guzzi designed but didn't make.
I was fishing around on Ebay and found the left bag for $150 but didn't buy it, next night I found the right side bag from a different seller in another state for $400, snatched them both up. Both were brand new, perfect. Bought the mounting brackets from my local dealer. Talk about being lucky.
If you are on the fence just because of the backrest, get it from Todd. I have it installed on mine and it is a really beautiful piece. Love my Eldo, just wish I could get out more.

I must have the civilian version of the kickstand, the one on mine is half that length. Makes me a little nervous. Think I'll try and find one like you have.
Glad you made it through ok. I was out in Malibu on Sunday too. From Trancas north to Leo Carrillo is unreal, tried to get up to my old house but couldn't get through any of the canyons. Ended up taking Kanan back- there is nothing left, very sad.
