Vacuum line on TB's that's not the Vapor Canister t-lines

The Charcoal (Vapor) Canister I believe is the hoses that have crimp clamps at the TB ends and junction to a tee fitting under under the tank, but there is another vacuum nipple on the inboard side of each TB that has a push-on hose (no clamp) with each hose going to what appears to be a solenoid under the tank or saddle area. What system are they part of, if not the canister? Can't find them or their solenoid on any parts diagram. Also, are these the vacuum nipples that you connect your carbmate, or mercury sticks to, for balancing the TB's?
 
What you are calling the "solenoid" is the stepper motor. That is used to bypass the throttle plates on start up and warm up as needed to keep balance. This are not the ports for your TB balancer.

The TB sync uses the hoses that have the crimp clamps. You just pull those off the TB and hook up your balancer.

Thank you sir !! So is this the Blow-by (PCV) system?
 
No. That is separate. The blow by is hooked up to the hoses coming out at the top of each cylinder. They go to a oil collection system and then to the air filter. The stepper does come from the air box and can be contaminated by the blow you system but they aren’t really the same system persae.
