Front fender mudguard

So, I just noticed, after a new tire, that the mudguard on the bottom of the fender had become detached on one side. Torn between ripping it off and trying to epoxy it back on. Can't take the fender off unless I take the tire off and I'm a bit pressed for time.

Thoughts?
 
Take it off because it is purely cosmetic.
Order a new one or try to find a salvage part.
Next tire change put on the new one.

I don't like to rush, but impending vacation along with working out of town is causing some time pressure.

I will have to look at the custom but on the touring, I can only slide it up off the tire, I didn't have to courage to bend it much more to fit it out between the forks.
 
Success was achieved by unbolting and tying it up with rope. Inside of fender and mudguard cleaned with Isopropyl alcohol, then using a large amount of Gorilla Glue two part plastic epoxy (nasty smelling stick stuff), I taped and clamped the offending piece back on for twenty four hours. Fender re-installed in proper location and seems to be holding.
It appears that it is friction welded onto the fender at the factory. I may use stainless fasteners when I install the next tire.
