Footrest pannier mount.

The locking arm for the pannier is secured by a bolt and a round headed stud that looks like you aren't supposed to remove it. Well I want to but I also would like the choice of replacing it when that time comes.
How do you remove it ?

Photo? One time fasteners usually require drilling.
 
I've had some luck cutting a slot in the head and removing them like a screw. Sometimes it works, sometimes it doesn't. If it doesn't go with a left had drill bit. When it grabs it may back it out.
