Le Mans IV 1985 Side cover paint

Down to cosmetic issues! The side cover on this bike is cracking. It looks like there was an air bubble underneath the paint, and the bubble has burst. Not sure the paint was applied properly. I looks more like a sheet of plastic that was poorly applied to the side panel.

At any rate I was wondering if there was any sealant any one would recommend to prevent the paint from flying away further while I look at a more permanent solution?
My options:
1) get a new panel 350 USD not cheap
2) remove paint locally, apply compound, and repaint. I am not good at this
3) seal the problem with colorless sealant

I'd say take the panel to a local body shop (or shops) and ask their opinion. The paint to apply would have to similar to the formula used on automotive bumper covers to adhere well to the plastic.
 
Thanks I will try this although I am pretty sure that it may cost more than buying a new side panel. Will report on results. Thank you again.
