Metallic bracket of rear reflector broke in half - I can't even remove it

Hi,
I've got a V7 classic 2009,
and the metallic bracket of my rear reflector broke,
and I can't unscrew the hex bolt which attaches it, it's totally gripped and WD40 didn't help.

It's a legal requirement in the UK to have a rear reflector so I'm not sure what I could do to repair it ?

Is that behind the license plate? Perhaps try to take the plate off so you can get at the bolt head, is it possible the nut is welded to the bracket so the bolt must be screwed out of it?
 
thanks Bisbonian, I decided to leave it as-is, and stick a reflector to the reg plate instead !
