had a bit of trouble changing the seal in the fork leg, but overcame it, seal was almost welded to the fork leg, all well until taking the cap off the leg, went off like a rocket due to the spring tension, parts all over the floor

what is the correct order of refitting ?;
Buffer onto pumping member - no. 9 onto 15
pumping member into preload tube ? 15 into 19
spring on top of pumping member ?

Jim, did you remove the fork from the bike, or did you pull the slider off of the bottom? Need actual pics to help you better. #9 goes under the tube (#18), the top out spring (#14) and damper rod (#15) goes down through the tube and bolts through the bottom.
 
pulled the fork from the bike, unscrewed the fork cap and everything shot out on the floor.

so to be clear, 9 sits in the leg under the tube and screw goes through that and 19 and screws into 15 ? or have i got that wrong
 
I think you now know its easier and safer to remove/replace the spring while its secured in the fork assembly. Put a cloth over the top as you remove the top bolt.
 
do 14, 15 fit inside 9 which is then bolted through bottom of fork ? the service manual shows it being inserted after 15 and the spring ion top ? no way that spring is getting compressed in that order ?

so from bottom of tube up is it 19, 9, 14 ,15 and then spring ?

Drop the cup in first, then install the fork tube. Careful of the bushings. Drop in the damper rod with top out spring. About all I can be of help with here.

Great that's what I had thought, thanks. One question for my own education _ what does the spring top out do ? It sits on a rigid rod and in top of the tube so what does it actually do ?
