Take any of the plastic end cap wrench variety of the correct diameter with any number of flutes, then place a strip of coarse sandpaper rough side to the wrench 180 degrees around, place another strip of the same rough side to the filter 180 degrees around. Tap the wrench over the filter with a soft mallet.
You can tighten or loosen to the spec'd torque (forgotten at the moment maybe 10 lb-ft?) with zero slip. Dealer didn't have mine torqued enough and it started to leak around the gasket. Maybe he didn't have the right wrench either.
