I bought a used 2010 Stelvio a couple years ago and it came with these bars. I have no idea what they are for! The bike came with the Trax side cases if that helps. Could it have something to do with those? The side cases haven't haven't fallen off yet so these can't be that important :)

Anyone know what they are?

They look like they may be the brace that goes across the back between the panniers were the rear vehicle number/ID plate goes.

Nothing I've ever seen, and nothing to do with the stock/Traxx bags. Could be from something the P.O. had for something else, or not even for this bike. The stock bag mounts do have a rod that connects side to side that goes just inside of the rear fender extension, but these are not them. Hope that helps somewhat.

The P.O. also gave me the engine guard in a box that I installed when I got the bike home. These were in there but I spent hours holding these bars up to the bike and turned'em and flipped'em and nothing made sense ... So I put them back in the box. I would contact him but I got the feeling he wanted nothing to do with anything when I bought it from him.
