Weird throttle issue

This shouldn't even be a question, but it's got me baffled. 1975 (presumably) bone stock 850T. VHB30 Del'lorto carburetors with Tommaselli Daytona 2C throttle. I have the throttle and carburetors adjusted for maximum cable slack. I also have idle adjustment screws adjusted all the way out so they're not serving any real purpose. Regardless, the bike idles between 1800 and 2000 RPM. Experience tells me it shouldn't idle at all. Worst is when I turn the bars all the way to the right and the idle increases.

What have I done? I've replaced the cables. I've rerouted them a thousand (or so) different ways. I safety wired the cable ends to the respective receptacles so there could be no movement of the cable housing relative to the throttle or carbs (like I would on a race bike). All to no avail.

What the hell am I missing? I've exhausted, to the best of my knowledge, all possibilities. The cables used are from MG Cycle and listed for my application. Is there something strange about my bike that dictates longer inner cables? Any and all advice appreciated. Thanks.

Sounds like you answered your own question. This wouldn't be the first time a cable outer had to be shortened to have enough slack in the inner. I've had to do it a few times installing new cables. It isn't common, but it does happen.

Do you have any advice for cutting through through the plastic covering and inner metal spiral without splicing the actual cable. I've owned all kinds of bikes, but never Italian (with the exception of some Harley Aermacchis). I've never had to shorten an outer.
 
Careful work with a dremmel and side cutters. Be sure to not nick the inner. Just try 2-3 mm at a time.
 
huh?? The outer cables are actually loose or not? Have you mistakenly turned out the mixture screw not throttle stop screw, if the idle(mixture) adj is all the way out it has max idle flow through the idle mixture setting on these carbs. You have checked the throttle openings staticly without the cables attached to the tommacelli 2C or with out the cables attached at the carb end? Having said this I changed to PHF's years ago as mine wouln't always drop bak to idle reliably
