99 Bassa fuel supply issue

My 99 Bassa has developed a problem I can't correct. Ii will run fine until it gets warmed up and then it fails. When this happens it will idle fine, but when you open the throttle it will surge up o about 2400 rpm and then drop off and continue to surge in that fashion. If I allow it to cool off it will run correctly for a little while then start the same behavior again.
Suspecting it is a fuel delivery issue, I have changed out the fuel pump, fuel filter, throttle position sensor, replaced the electric petcocks with manuals ones, replaced air temperature sensor and plug wires. I had the injectors professionally cleaned less than 5,000 miles ago.
I put my ECU diagnostic software on it and it doesn't throw any codes and the TPS seems to be working smoothly and correctly. I have also checked it for vacuum leaks an intake leaks,and found no problems.
Voltage is good at 14 .9 volts at rev, and there is plenty of spark at the plugs. it has a new starter and battery for what it's worth.
Any idea what my problem could be?
 
My concern is the voltage is a bit high. Your voltage shouldn't exceed 14.5 volts as a maximum. It may just be a volt meter difference, but I would check into that with a different meter. Also check the sensor values once it warms up and acts up. It is possible an out of range reading could cause this condition. If all readings are normal, I would suspect an ignition coil issue or something in common with the coils. Normal coil failure is when they are hot. I know I've given you several things to look at, but more information is needed to diagnose this.

BTW, experience has shown me that the saying that "fuel problems are electrical and electrical problems are fuel" continues to hold true.
