Need help with carb jetting

The bike is 1994 Cali 1100 with 36D Dellorto carbs, The bike starts and seems to run well, plenty of power and will go faster than I want to take it. My problem is it is not smooth. The timing mark shows clear and steady about 2 degrees below the notch in the inspection window. I can’t change that.
The carbs have an AR 268 atomizer, 130 main jet, K 18 needle , 52 idle jet and a 70 stater jet. I think it was set up to go into the mountains? The bike did spend time in Virginia and I found it in Alabama. I need options for jet setup for the Midwest about 600- to 1000 feet above sea level. Perhaps this will smooth it out and make it fun to ride. Oh the needle was set in the 3rd notch and I moved them to the 2nd notch , it helped a bit but not enough imo.
 
Start by trying K5 needles middle notch. Also a 265 atomizer may be an improvement. Jet sizes should be good. As to smooth, are you sure the carbs are in sync?
 
Thanks John for the help. The parts are in and has made a big difference . The bike is not as responsive or as quick but that is ok with me. The bike is smoother and a lot more civil. I will continue to play around with some different combinations to see if it can be improved from here.
