Throttle Assembly Help

Anyone able to tell me what the point of the two hand screws on the bottom of my throttle assembly are for?

I had to pull the assembly off to pull my master cylinder, and now that I have it back on, my starter button isn't working. I guess I'll be taking it off and figuring out what I messed up. Any tips on that, since I've obviously messed it up once already?

This might be a dumb observation, but it appears to me that the kill switch is in the OFF position in your photo. I have found myself thinking something failed when I push the starter button and nothing happens only to realize I inadvertently bumped the kill switch.
 
This is just an edjucated guess, the longer screw is a friction screw that acts on the throttle to slow the return. Used when highway cruising as the throttle will hold steady with little to no effort, but you then manually need to close the throttle. I think the shorter is a stop to limit throttle closing. And as stated earlier, check the engine cut off switch.
 
The internals of the switch housing are held in place by other screws I’m sure of it.

So my advice is to just unscrew the clamshell halves, open it and look at where the two screws in question, go to.

I’m almost positive that the small one with the tension spring, is the throttle position lock, a crude and dangerous but effective “cruise control”.

The other screw I’m not sure but upon opening the switch, you will know its function in about 10 seconds.
