Is this the bracket I need?

I picked up some bags on eBay, I think they're Norge bags, came with all required parts except the bracket to lower my exhaust. They need to be painted black which a local auto body shop will do for ~$200, so I'm in for ~$560, still much lower than anything I found new, and they're in good shape.

Yes, that is it. I made it myself from a piece of stainless steel, very easy to do.
 
Thanks for that info. I'm told over at Wild Guzzi that I will also need a different bumper for the center stand so it won't hit the now lowered exhaust. Does anyone here have an idea where to get that?

Don't worry, you'll soon grind your centerstand off with the lowered position the exhaust demands. :D Seriously, you do not want to lower the stand any further, but you could try glueing a piece of rubber to the part on the silencer where the stand touches. There is no alternative rubber spacer, most people shorten the supplied one.

Since you're making the bracket, ensure that it's just long enough to clear the pannier, and consider sticking some insulator on the bag to deflect the heat from the silencer. Your cornering clearance is going to be compromised anyhow, I always raise the exhaust back to the original position when the panniers are not installed.

Personally, I prefer the Hepco & Becker panniers over the Aprilia Futura ones for this very reason, despite the uglier mounting brackets.
 
The centre stand stop rubber is about 1cm deep, just take a stanley knife to it and leave 2-3mm. That'll do.
