What Are These Things on my Norge?

The two little "bolt heads" on either side, with the + and -.
Are they something to do with the front suspension?
I have the Norge 1200 manual on my computer, but there is nothing mentioned in it about adjusting the front suspension.

So by turning those heads, does it do anything? My '07 Norge really dives when coming to a stop.
 
Preload only. Increase will increase the height of the front end. Used for setting sag. Same as the shock adjustment on the rear. Just make sure if you move these you move both the same amount. Screw them all in and then count the number of revolutions back out. All the way in is max preload (highest setting).

Do a search on setting sag on a motorcycle. It will all make sense. This one should do.........

Here is a users manual from a later model. Look at pages 105 to 108. It is all in there. Will work the same as your year. Should be in the service manual somewhere also.

Won't do much for dive You may need to change the fluid to see if that helps otherwise a spring change is needed. Other thing is to go to a heavier weight oil or raise the level slightly but then that may affect your normal ride. If you have never changed the fork oil I would start there and put in what is recommended. You need to start at a baseline. Then make small changes to the oil level.
