V65 SP crankshaft bearings

I am rebuilding a 1984 Moto Guzzi V65 SP (650 cc) and have run into an issue. My old bearing (both ends of the crank) have pliastiguaged at 3/1000 so I purchased new ones and they were no better. Where can I get new under sized bearings to get the reading within spec? What is the maximum tolerance for the bearings in this situation??? Can you run it with 3/1000 clearance with this Guzzi engine? Tolerance is under 2/1000.

Yes, there is an oversize main front & rear. It is .015mm oversize. It is for undersized cranks

V7III engine manual states 0.08mm max clearance for front journal and 0.09mm for rear. Diameters are the same as V65 so if you're within these numbers you're fine.
What problems gives you bigger clearance?
