2017 V7 III Stone Rear Brake parts function

I'm wondering what purpose do the two parts highlighted in the attached image serve? I was looking at the rear brake to see if I can adjust the lever down a bit (apparently not) and the o-ring (11 on the fiche page) fell off the shaft into my hand. So I looked at the fiche but not sure the exact purpose of that o-ring and how it interacts with the "gear selector fork clips" piece (13 on the fiche page).

I just finished adjusting mine Sunday. 13 snaps over 12 to keep it in place and then the O ring goes over it just to be safe. If you remove 13 then 12 is threaded onto the shaft and will give you some adjustment. #4 is some engineers wet dream. It should be a bolt with an adjustable nut to adjust the brake light switch. But, it is all one piece so on the assembly line they just screw it in tight and hope for the best. Sometimes best is not good enough. I went to the hardware store and got a slightly longer bolt and a nut, then installed them with lock tite. IT IS A BITCH TO DO! Make sure you use some waterproof grease on the #13 pin.
 
So #11 o-ring just rides on top of #13 pin "just in case?" That pin is on the shaft pretty tight (at least on my bike) and I think any force required to pop that pin off the shaft would easily snap the o-ring. Strange setup but this is my first Guzzi. :)
 
Got it. I'm thinking a small zip tie there would provide the same security until I decide to remove/adjust everything.
 
Or to keep it from rattling.
Mine's on there so tight I'll need a tool to pry it loose. Maybe after removing it a few times for "adjustment" it loosens up? Strange piece of engineering. Never seen anything like it on all the other bikes I've had.
