950 with bing carbs

Start by checking valve adjustment. Also if the bings are the common 40mm, that is too large for the bike. 32-36 would be better. The stock carb is a 30mm round slide Del'orto. If all else fails, ditch the Bings and go with stock carbs.
 
That is kind of sparse information - what size and is it the CV as found on the BMW? Did it always do this or is this a new condition as far as you know?

As John said, the Bing is not the stock carb. It should be able to be made to work (if as john says it is not oversized) and assuming you have a CV carb it should give you slightly better mileage at the price of (potentially) reduce WOT performance and lazier response. I don't have much experience with Bings (I had an R60/4 for a couple of months and that is it) but I think they are pretty much like SU's/Strombergs in which case you only have two things to tune: the needle profile and the dashpot oil which affects how quickly the piston responds to changes in vacuum.

If the PO didn't really fully tune it then it is up to you! The BMW websites are typically full of information - you will need the needle jetting chart and go from there. It sounds like the needles are not far off and it has to do with the damping of the piston. That would be my first line of thought.

I would check that the pistons are moving correctly as this is critical with CVs.

If you go back to Dellortos - which are a good carb, quite easy to tune and have the benefit of many user's experience - consider the 36 PHFs but no larger.
 
The bing CVs have no oil damping. Just a diaphragm and vacuum to lift the slide, and a very weak spring to press the slide back down when vacuum drops.

Thanks John - its been a long time since I touched a Bing and I am not sure I ever had one apart. So much like the Stromberg less the dashpot damping.
