Sorry for the stupid question but what am I looking at? The item to the left is the oil pump pick up, what is the plastic gizmo with the screw missing?

Two oil pumps, two pick-ups. The one you are looking at is the one for the high volume, low pressure cooling circuit. The 'Holy Condom' is simply a strainer to keep the 'Big Bits' out of the coolant pump. It isn't wonderfull or effective.

Any loctite present on the screw?
Pete, should there be any on the screw threads?
In the photo no metal spacer seems to exist in the plastic part hole for the screw to tighten against.
I am thinking that if the screw tightens directly on the plastic part and no loctite locks the bond, overtime the screw will become loose as the plastic expands and contracts on different rate than metal...
 
No washer, just the bolts and the plastic strainer.

Didn't appear to be any on it.
I can assure it it has some now.
The other screw was not very tight. But I suspect you don't really want it too tight against that plastic.

The loose bit still wouldn't have gotten through the so called 'holy condom'.
