Dellorto PHF 30 leaking

I am having trouble trying to get my Dellortto PHF 30 carbs from leaking.
I have rebuilt them using the factory kits and replaced the floats, float needles, and needle seats. I still can't adjust to a point where they will not leak out of the side of the carb. Could the problem be caused by having too small of an o-ring on the choke (enricher jets)? I read somewhere that they should fit snugly to the extent that you might need to jiggle the float bowl when you install it. The ones I used from the kit are definitely not that snug fitting. If they ARE too small is it possible for the fuel in the bowl to flow up and out of the side of the carb?
FYI
The float is not hanging up between the pylons or rubbing on the side of the float bowl, and the float needles are adjusted to the point where they are set way beyond the factory spec of 24.5 mm.
 
If float level is correct it shouldn't leak. The reason for the snug fit in the enriching jets is so the jet will draw fuel from the bottom of the bowl. You replaced the needle seats. You may need to burnish them for the needle to seat properly. I use a chop stick with the end tapered and spin it against the seat. If you had steel needle valves, a tap from a hammer could cure it, but the needles have viton tips if I remember correctly. Set the floats by the book and it shouldn't leak if everything else is correct. The o-ring for the bowl can be a bugger when new. I use a fingernail to hold it in the bowl on the first install. If that o-ring gets pinched or cut it will never seal and leak.
 
Where's the float supposed to set? height? On my 73 Eldorado. I have gas seeping out where do I put question?

With the carburetor inverted, the highest point of each float should be 23.5 to 24.5mm from the edge of the carburetor where the bowl goes. If you still have leakage, the float needle may need replacement or the floats have become heavy.

Check the breather tubes are not blocked. This results in air pocket in bowl which prevents float closing inlet valve.
