Front fork help request - 1000s, SP3, Strada 1000, late LM etc

Greetings. I have a 1991 1000s that has forks with adjustable preload and damping. Trawling thro' Greg Bender's site show these on the SP3 and Strada III. I've also seen them on a LMIV or V, can't remember which. Can anyone help with the following?
The RH fork preload nut goes 35 flats (about 6 full turns) between stops. The LH one just keeps going. What should be the range of movement? Is the something bust in the LH one as there are warnings in the manual about forcing it past the stop (not that I did!)
The LH fork took ages for old oil to drain - didn't do anything then drained overnight (70ml). No such luck with the RH one. Been a week with the drain plug out but nothing. Thought it must be empty so left the plug out and put some oil in. Still nothing coming out so I assume it is crapped up in the bottom. Poking with a piece of wire hasn't produced anything.
Can anyone shed any light on the above? The good weather's just round the corner so don't want to waste time stripping them down if I don't need to. Thanks all.
 
It sounds like someone has been ham fisted with the LH side. It should not keep turning. This is from the UK S1000 owners manual.

Thanks for your replies John and Amboman.
Think I'll put the preload back to where it was before until I get chance to strip the LH one. The bike actually rode all right - I only really wanted to change the oil and hadn't experimented with the preload. Tried pumping the forks till my arms ached a couple of days ago to no avail so think I will have to pull the innards out or pull the leg off and turn it upside down to get the oil out.
 
It sounds like the drain hole hasn't been fully drilled. How far in to the fork were you able to poke the wire?

No, it's drilled thro' ok and when I originally poked it with wire it came out with oily watery crud on it, but no flow of oil. I can only get a wire about 20mm into this hole whereas I can get it 45 mm into the other fork drain. Looking up the problem hole, what I can see up there is not the same as the other fork leg though. Have to wait till the weekend to investigate further.
