Griso speed sensor or speedo (dash) problem?

I have searched the forum in vain. Sorry for re-hashing an old problem.
Test riding an '07 G the speed indication was fluctuating at slow speed, numbers bouncing up and down in numerical value, till you reach about 40 km/h or so. Then it settles down, and reads normal at higher speeds. When you slow down to a stop, it seems to start over.

Todd's speed sensor fix is clear, and I have every intention of doing that as a precautionary measure, but I need to know weather this behavior indicates a sensor problem or a problem in the dash?

The dealer pointed it out to me, and had not had time to investigate, which he will do before I pick it up.
Just a little leery of electronic (dash) problems.
 
There are posts where someone had replaced the stepper that moves the needle in the dash. If it isn't a sensor problem, it may be that stepper. It is not a task for the faint of heart I believe and may best by performed by Carmo.
 
I replaced the stepper in the dash. My problem was a little different to that described here in that the indicated speed was all over the place at any speed and the speedo would freeze at any point of the sweep when powered down. It may still be the stepper.

I got my stepper from Jason at http://www.taninauto.com . The part numbers have changed and he helped. I bought 2 for less than the price of one at Carmo and had a local guy install it.

I have an 06 B11 2 valve, if you go down this track, and the original part numbers are the same, post here and I'll dig up the new part number for you.

Robert, I found your post about dashboard interference. Lots of good info there and I thank you. My own B11 is good, but the G11 has that big digital speed read out, and the sensor is on the swing arm, so there may be some differences. Now I have Tanin Autoeletronics contact should I need their help.
The dealer is a 100% guy, who said he would try to resolve it before I take delivery this week.
My question is still: when all those swing arm mounted speed sensors got moisture in them in the early days, and prompted the fix by Todd, what were the symptoms?

Here she is. '07, 80K km. Now stripped for cleaning and inspection. All s Griso and Buell 2017 001 tock (evap removed). Those black headers came out like chrome on my buffing wheel.
Of course the LH throttle is disturbed, so I will take some of my own medicine over the winter.
