I'm thinking an issue with the stepper motor. Clean the passageways to and in the stepper motor. You should be able to find information on that on the forum. If you can't let us know here and I or someone else will run you through it.

When I fitted a valve to the air bleed to the stepper motor, it was too small, obviously restricting the air flow. I had those same symptoms Jim. I bored out the valve and everything improved. So I think John is right.
The bleed comes from the bottom of the airbox and is awkward to get back on if the airbox is removed, if it wasn't in place it's possible that the end has become blocked. Otherwise the stepper motor is sticking perhaps.

Jim, With the tank set to the side and the airbox lid off, spray carb cleaner into the hole that supplies air to the stepper. Start the bike, It will stumble some. Spray more carb cleaner in with engine running. This may clean up and un-stick the stepper.
