Replacing aftermarket with original factory handlebar - two installation questions?

I've searched the forums and haven't come across any mention of these two issues, hopefully there's no duplication here.

I purchased my 2009 V7 Classic used from a private party, who had installed an adjustable handlebar set (a cheap one from Ebay, I think). The seller included the original handlebar, which I'd like to put back on. After installing the handlebar, I have two questions.

First, there are two holes on the right side of the bar, one slightly larger in diameter closer to the outside of the bar (labeled "2" in attached pic), and a smaller hole just to the left of it (labeled "1"). The locator pin (labeled "3") for the throttle/kill switch/start button controls fits in the outer, larger diameter hole. Unfortunately, this leaves the smaller diameter hole to the left uncovered and open to the elements as shown in the 2nd attached pic. Any idea what I'm doing wrong here? If that smaller diameter hole was drilled by the previous seller, he did a great job, it looks very clean and burr free.

Secondly, after mounting the right grip/controls, the right bar-end weight bolt will not thread all the way into the handlebar end as shown in the third attached picture. Despite snugging the bolt tight, the bar end weight is loose, with about 1/2" of play. Possibly the seller switched to a longer bolt? Could anyone provide the length of their right bar-end bolt?

Howdy. Your images are not visible, they may be incorrectly formatted. I think there is a general thread about how to properly post photos, or it may be easiest to just make an imgur album and link there

My first guess would be that those are for the OEM mirrors? Can't see the positioning without the photos, but assuming you've got bar end mirrors or something similar, this would be my first guess. You can buy plugs to fill these, or go about filling on your own

Can't help you now on the bar end bolt length, but if I remember I'll give a measure on mine (although I'm on a '16 v7ii)
 
@GR1: Thank you for the reply. I'm sure I'm using the stock mirrors (they're not bar end). The mirrors have no locating post on the mounting brackets. I just want to rule out that I've done something dumb on assembly; if that's not the case and it's a hole that the previous owner made for an accessory before he installed the aftermarket bars, then I'll just fill with a rubber plug and cut flush.
