T3 Foot Brake issue

I bought my T3 new and have done a lot to it over the last 40 years so you would think I would know how to bleed the brakes, but I'm having a big issue. After sitting over teh Michigan winter I have no pedal. Bleeding didn't help. I replaced the original rear master cylinder with a new one and can't get the air out of the lines. I'm using a bleeding tool that you pump. The lines have previously been replaced with steel ones. All connections seem to be tight, no apparent leaking but I can't get it to pressurize. Any ideas?
 
Are you using a vacuum system at the bleeder? If so I've had little success with those. Try to get air out at the high points. The T3 has a bleeder at the proportioning valve and that is the high point where air is likely to be trapped. I've always had better luck either using pressure from the Master cylinder or doing a reverse fill of the system.
